| In
February, 2002, an appointed committee developed a growth plan
for the Foundation -- a plan with the ultimate goal of increasing the Foundation’s
assets so that those ministries and activities of the church which fall outside
the scope of the operating budget can be supported in perpetuity. |

| In December, 2002, the Committee presented its report and recommendations
to the Foundation Board, which approved the plan and is charged with its implementation. |
| The plan includes six recommendations: |
- Establish a priority order for soliciting
gifts to the Foundation.
- Create a new, broader gift structure to include guidelines for the establishment
of named funds and setting up a general fund in each category to receive gifts
that aren’t designated for named funds.
- Adopt policies regarding the naming of funds, acceptance of gifts, confidentiality,
classification of funds and administrative issues.
- Create an annual operating budget.
- Begin planning for additional staffing and more comprehensive management
practices.
- Request that the next capital campaign include funds for Foundation endowment
and support.

| Plan Priorities |
| Under the adopted plan, the Foundation’s highest
funding priority is for maintenance and the ongoing and necessary upkeep of the church
campus. Many existing buildings, now more then 20 old, need repairs to prevent
further deterioration. |
| The second priority centers on technology. In this highly
technological age, the maintenance and upgrading of the multimedia equipment
in Asbury Hall, campus telecommunications, cabling systems and broadcast equipment
are vital to daily operations as well as to effective ministry. |
| Further priorities are outreach and mission programs, education,
and worship and music programs, each of which has unique needs that fall outside
the operating budget restrictions of the church. |

| General Funds |
| Within each priority area for the Foundation, the Development
Committee recommended a general fund to receive smaller gifts and memorials,
and the names of these general funds would reflect their purpose. |

- The Sharers Fund - Outreach and Mission
- The Seekers Fund - Education
- The Believers Fund - Worship and Music
- The Faithful Fund - Bequests and Planned Gifts
